What is happening at Mount Close?
Planning permission for the redevelopment of Mount Close was granted by Ealing Council in February 2026. Dolphin Living is now proposing an amendment to the approved plans.
What was approved in February 2026?
The approved scheme provided 178 homes, including 149 new build homes and 29 retained and refurbished homes. It also included new landscaped areas, communal gardens and children’s play space.
What is Dolphin Living proposing now?
Dolphin Living is proposing that the 29 homes previously planned for refurbishment are replaced with new build homes. The layout and footprints of proposed buildings remain largely unchanged from the approved design and all buildings will remain between 4 and 6 storeys. The overall number of homes will increase by 12 to a total of 190.
Why are the plans changing?
Dolphin Living is an affordable housing charity and the Mount Close proposals rely on receiving grant funding to help deliver a high proportion of affordable homes. Under the Greater London Authority’s previous affordable housing programmes, grant funding could be obtained for both new build and refurbished homes. The latest affordable housing programme, which was announced in early 2026, no longer provides grant funding for the refurbishment of homes. Moving to a 100% new build approach allows Dolphin to secure grant funding across the entire estate, which increases the deliverability of the proposal.
What is a Section 73 planning application?
Dolphin Living intends to submit the changes to Ealing Council as a Section 73 planning application. Instead of an entirely new planning application, this allows changes to be made to an existing planning application. The application will still be subject to assessment and consultation by Ealing Council.
How can I comment on the proposals?
We want to hear from residents, neighbours and local stakeholders before the planning application is submitted. You can attend our public drop-in event on Wednesday 4th November, contact the project team or provide feedback through this website.

Will the buildings go above 6 storeys?
No. The buildings continue to range from 4 to 6 storeys and remain in line with the principles of the approved scheme.
The buildings continue to respond to the surrounding context, with the tallest elements located towards the corner of Castlebar Road and Mount Avenue.
Will the new build homes be more energy efficient?
Yes. New build homes can achieve higher energy efficiency standards than refurbished homes. The revised design also allows for an increase in the number of solar panels across the estate.
Will the layout of the appearance of the buildings change?
The building layouts and footprints remain closely aligned with the approved scheme. Buildings A, B and D were already designed as new build within the approved and therefore will not change. The buildings that were due to be refurbished with a render on the exterior will be replaced with new brick buildings to match the other new build homes on the estate.
Will the homes be more accessible?
Yes. The updated proposals provide lift access to every home and remove the duplex flats found within the existing buildings. Homes will therefore be more accessible for all residents.
What will happen to the trees and landscaping?
All mature perimeter trees will continue to be retained. The landscape strategy remains closely aligned with the approved scheme and the updated design enables one community garden to be enlarged alongside the creation additional amenity spaces with more seating areas.
Will there still be family homes?
Yes. The revised plans continue to include a range of home sizes, including three-bedroom family homes. The detailed mix will be confirmed through the updated application.

Original residents of the estate
What does the change mean for original residents?
Dolphin Living’s commitments to original residents remain unchanged.
A summary of these is as follows:
- All original residents will continue to be offered a new home on the completed estate that meets their needs at a rent that is affordable to them
- Original residents who currently have a private garden will be offered a new home with a private garden on the completed estate
- There are no proposed changes to the car parking commitments previously made
- Original residents who currently have a balcony will get a new balcony that will be the same or larger in size than their existing balcony
- Original residents will be offered a temporary home on the estate during the works and Dolphin will provide support during the transition
How much affordable housing will there be?
The scheme that was approved in February 2026 consisted of 50% affordable housing. This strategy is not changing under the proposed amendments.
Construction & impact on the local area
When could work start?
The target programme assumes that phase 1 of the development could commence in 2028.
Will construction take longer now?
We do not anticipate the proposed amendments impacting the overall construction programme. The development will continue to be phased to enable original residents to remain on the estate during the works.
Will there be more construction traffic?
The move to full redevelopment will result in more demolition material being generated, but this does not mean that impacts on surrounding residents and roads will increase proportionately. Construction traffic will still be managed through a Construction Logistics Plan to be agreed by Ealing Council, which will seek to mitigate impacts on local roads.
How will the local area cope with the development?
The updated proposals remain closely aligned with the scale and layout already approved by Ealing Council. Any required planning obligations or infrastructure contributions will continue to be assessed by the Council as part of the planning process.
